Chinese ATV weak spark and starter will spin only with plug out

I bought a atv not running for my son.  After fixing all the wiring the starter would only spin about 3 times and then stop.  Removing the spark plug the starter is able to spin no problem at all.  Touching the spark plug to metal it has a very weak spark.
Any help would be greatly appreciated.

Sounds like a weak or bad battery, might also want to check the connections to the battery, relay and starter. Removing the spark plug makes everything easier to crank due to the compression.

The battery is brand new, I tried a jump box as well & got the same results.  I have check all the connections & everything seems solid.  Is there a way to tell if the starter is to week?  Someone said the compression is to low, but if it was low it should still spin with the plug in, right?

Do you have a multimeter or voltmeter? If you do then you can test the voltage on the battery then voltage at the solenoid(lead from battery) then while trying to start the atv check the voltage coming from solenoid to the starter. If voltages are good then I would suspect the starter is weak or bad, that is if there's nothing binding in the engine to make it more difficult to turn over. Well if the compression was too low then it would spin easier than if it was at the correct compression but I'm guessing you figured that out already.

Battery - .01
Solenoid (positive leave from the battery & negative battery terminal) .01
Starter (positive lead on starter & negative battery terminal) while starting .01
Apparently I have a POS multimeter and those are the reading I was getting on DCV 20 setting.  I test my car battery & it was .01 as well
Not sure if this is helpful at all

Unfortunately not helpful. That is the same setting that I use on one of my multimeters. That multimeter might be a pos, might want to change the batteries and make sure the leads are in good.

Threw away the pos & got a new one
12.77 battery
12.77 solenoid
7 at starter while trying to start it

That we can work with. Take a screwdriver and arc the terminals on the solenoid from battery side terminal to starter side terminal, does starter now turn? Use caution when doing this because sparks will fly.

Yes when I arc the solenoid the starter turns and sounds the same when I use the starter button

When I jump the solenoid the starter will turn - it seems to turn about the same speed as when I use the start button.

Since the starter spins at the same speed with both ways I would lean toward a problem with the starter.

Put the new starter in & it spins alot faster.  I drained the old gas, put some new gas in & new spark plug but it will not fire.  Shoot some starter fluid in the carb & it fires but only runs until the starter fluid burns off.
