quadrunner 250cc

I was wondering if any one could help me out. I just bought a1995 250cc quadrunner. I just cleaned the carb . I have gas getting to the carb and out but it is not getting to the piston. IhKnave tried everything I could think of so any thoughts are welcome.

Is gas in the carb fuel bowl? If you do then have you checked the valve clearances?
