Coolster 110cc, Upper Cylinder Head Cover

Thanks for letting me join in and pick your brain.  A brief history about me is simply I have little to no mechanical knowledge, but determined to learn.  That being said I hope you can help.

Coolster Mountaintopz 3050C 110CC has developed a slight leak from the what I have determined to be the upper cylinder head cover.  This item attaches with 4 bolts and one of the  lower ones shows signs of oil mixed with dirt.  I would venture that I simply need to tighten that bolt back down, but do I need to torque it some specific tolerance to avoid any issues?
