Chinese Dynamoto 110cc atv has no power at all!

Hi I have a problem with my 110 atv. The bike is not getting any power what so ever from the battery. The lights don't work and the starter doesn't turn over unless jumped. I have the key turned on and have the positive connected to one post on the starter solenoid and the starter cable on the other post. There is a green wire and a red wire coming out of the wiring harness near the voltage regulator and I am not sure where they are supposed to go. I have checked over the wiring on the entire atv and can't find and damaged wires so I don't believe it's a dead short. Could someone please help me? It has a new starter, solenoid, and key ignition by the way. I would really appreciate some advice. Thanks.
