1998 big bear 350 no top end power

I am hoping someone can diagnose my problem here.
I have a big bear 350 than runs/idles/starts great but doesn't have any power. It runs fine in first and second but is just weak and can barely move the machine in 3rd and forget about 4th and 5th.
I have tried cleaning out the carb several times, changed the spark plug, checked compression on the cylinder and all these seem fine.
Any suggestions?
