I HAVE A 70CC CHINESE 4 WHEELER WHEN I HIT THE IGINITION SWITCH NOTHING HAPPEN BUT IF I LAY A SCREWDRIVER OVER THE POWER LEADS OFF THE BATTERY THE 4 WHEELER START RIGHT UP. LET ME KNOW ANY THOUGHTS ON THIS TOPIC THANKS SO MUCH

the rear brake needs to be applied while starting the quad

But does the brake light come on?  That's the important piece of information.

The safety interlock requires that the brakes be on before the quad will crank,  The only way the quad can know if the brakes are on is if the brake switch is working right. The chinese brake switches are both adjustable and notoriously flakey. The best way to tell if the switch is working is to look at the brake light.

The other things that are required for the starter to crank are:

1) The ignition switch must be working.
2) The main fuse must not be blown.
3) The start button must be working.
4) The starter solenoid must be working.
5) The wiring between these things must be working (including ground returns).

1 and 2 can be verified by turning on the ignition and then the headlights.  Do they work?

After that you will need a meter.  We can proceed from there after reporting back on the above tests.
