Honda usually has a decompressor built into their cams, fair assesment that it should have around a hundred pounds or better, cranking with the throttle open. Leakdown is always handy, tells you that vavles and rings are sealing at TDC. It should still run up to about %15  2-5 % obout normal. Sounds like maybe water in the fuel or a venting problem? Start with the fuel tank and work your way to the carb. lots of miles on this unit? could have a plugged exhaust?
