chinese 110 wont turn over with spark in

need help figuring out why engine won't turn over with spark plug in it. with plug removed it turns over great. once plug is installed it may turn over once and quit. removed exhaust no change. first time working on this Im used to cars ( the valves do move)

sounds like the compression is too high, or the timing is a tooth or two off.
usually the timing is retarded a little when this happens. but then i have seen engines where the starters where just not strong enough.
Keep it RUBBER SIDE DOWN!!
