I recently bought a used subject name ATV (had been sitting in weather for one year).  There was water in the gas, all has been clean, new battery, spark plug checked the whole ATV out, but it will turn, but will not start.  Any suggestions on what I need to do next?

Check spark, remove plug and connect to plug wire, ground the plug and crank the engine. If there is spark, put the plug back in and spray starting fluid into the carb while cranking. If it starts and shuts off you have a carb problem, bad fuel or fuel delivery problem.
