Tao Tao 110 steering column

My son took a little spill the other day. He caught sage brush between the wheel and the "A" arm which spunj him around throwing him off it as it spun and the it turned over. We founf that the steering column had been bent during the crash. We removed it and tried to press it back out straight only to find that the material was very very thin and it somewhat crushed the tube. I then had to continually roll the tube over and over while making small press adjustments along the way. I eventually had to take the handle bar mounting plate and adjust it so the handle bars were at least straight. When I reassembled it I noticed that the end of the tube fit very loosely into the I.D. of the lower mount buashing just below the steering knuckle. It appeared that the I.D. was slightly larger that the O.D. of the tube (aka steering column) which causes it to move back and forth before it actually stabilizes in odrer for the tie rods to react. I'm sure this could cause a delay in the responce of the wheels to to handle bars which in my opinion would be erratic and hard to control.
With this I was wondering if anyone may have a suggestion on how to cure this delayed reaction. There is no room to install a shim between the I.D. and O.D. of the two.
I would appreciate anyones imput on how I might cure this?
