3000 Miles on my 06 outl max 400 should I change drive belt?

Just bought the bike previous owner did a lot of hunting and heavy towing in low range. I have the belt cover off the replace a boot and the belt looks a little frayed around the top edges. Is it time to replace the drive belt or is this normal? What is the reccomended wear life on these and is there a superior to the stock brp belt?

THE DEALER TOLD ME THAT 4,000 MILE YOU SHOULD INSPECT THE BELT AND CLEAN THE COVER AND IF THE BELT ISNT MAKING ANY NOISE OR SLIPPING YOU SHOULD BE OK
