1985 125 Tri-Moto value?

I am looking at buying a 1985 125 Tri-Moto:
I'm new to the trikes, but here is a list of the good and bad.
The Good: Frame is in awesome shape with no cracks, starts on 1st or 2nd pull, runs and shifts decent and lights work.
The Bad: Front brake does not work, will leak gas if valve is not turned to off after riding, front tire wobbles once you get going somewhat fast, slow leak in one tire, seems to lack the speed and power of a 125 which seems like it is bogged down a bit (you could not do a wheelie with this one).
What would you offer for one in this condition? He started asking $500 for it, but I have him down to $275, but that is as low as I can get him on it. I'm not good at fixing these, so am I making a dumb purchase here?
