Got an 88 in good shape. Bike is hard to start and most times won't start. The starter is shot so I use the pull start. There are 2 choke levers = a lever on the handlebar and a pull out knob on the carb body. How do these work together?

it's probably got an after market carb. if the choke on the handlebars is connected to the than idk but, pull your reed valve out and check it. thats is the easiest thing to do and take the carb. apart to clean it. try adjusting the fuel air mix on the carb. after u put it back together and then make sure it's got good compression...if the rings r bad it will be very hard to start and won't run strong when it runs but, if your reeds r bad it will do the same.
