there should be an idle screw located on the side of the carb. in the throttle slider housing.

turn it to the left, or turning the idle down a ***
since the clutch is a centrifugal clutch at the engine spins faster the clutch engages. so with idle up it will engage the clutch early.

yes actually it can.

there is a small pin inside the slide housing.
ad a small groove in the slide.

just make sure the slide is all the way in.

put it back in the top and turn it back and forth slowly until it catches the groove and goes all the the way in to the bottom of the throttle housing.

you'll know it is all the way down when you look into the carburetors intake area (where the air filter hose clamps on) and you can't see the jet needle

if you are close to the chattanooga tennessee area bring it on by and i'll help you get it dialed in.
