Chinese 110cc Not turning over

I have a Chinese 110cc ATV, I have 12.9v at the Starter relay. When I hit the starter switch, I get a sound that you would hear if you had a dead battery.
I have installed a brand new batt, new starter and new relay. Brake switch is good as well as I grounded out the rear kill switch to make sure the kill switch was not bad. As well as grounded out the brake switch to ensure I could still get the "click" froom the starter relay (soleniod) Any Ideas on more troubleshooting would be great. I just need this thing to crank.......

you spend a lota money chascing a problem without proper diagosing the problem, since everything pretty much replaced except the starter clutch or starter chain. what i'd do now is run a wire directly to the starter terimal from the postive side of the battery, if now turns over then you know it's not the starter, starter clutch, starter chain, if it still doesn't turn over then you need to remove the starter, put it in a vice and bench test it, if it turns over and runs like a electric motor then you're need to remove the left side engine cover, and make sure the starter chain in place, if that looks good then replace the starter clutch

I found the problem last night,,,,,
The ground wire that is connected directly to the back of the motor came apart from the connector. Such an easy fix and about 2 days worth of head sratching
