Honda Fourtrax 300 Carb and Choke problems

The choke keeps getting stuck on the carburetor but sometimes everything is fine it's just starting to become an ongoing problem. I haven't tried anything yet because I cant get the throttle and choke off any tips on both of those would be greatly appreciated and also what is the best way to clean the carb?
