Foot Brake Problem

I have a 2002 Arctic Cat 250 2x4 that I am going to sell.  I am trying to fix the foot brake before I sell it.  When I press the foot brake it will go down and apply the brakes but the brake lever will not come back up into its correct position.  I pressed the brake down and tried to push my atv and it would not move so the brake works, it just stays on continuously until I pull the brake lever back up with my hand.  Does anyone know how I can fix this problem?

can't remember drum or disk??

no matter.
if it's drum the you either have a broken pedal return spring or broken shoe springs.
or even possibly enough brake dust inside to cause the actuator to sieze up.

however it could be the brake cable seizing up inside it's casing.
check the brake pedal return spring.
then if it is in good shape,
remove the brake cable see if it moves inside the casing easily or drags and binds.
if it is good shape then pull the brake actuator lever and see if it returns on it's own or stays in position once you move it to apply the brakes.

if not then remove the brake drum cover and inspect the brake springs to see if one has come off or one is broken.  if they are fine, then remove the brake shoes and springs and remove the brake actuator lever and rod from the brake backing plate. and clean out the hole it came out of.

if it is hydraulic disk brakes then most likely your problem is rust on the brake caliper piston, remove the caliper carefully removed the piston and clean it and the hole it came out of.

I started to take the brake apart to fix it and found out that the only thing wrong with it was that one of the nuts was on to tightly and it would not allow the break to move freely.
