Does not take gas after half throttle .cant tell difference from half to full throttle .any help greatly appreciated.

would you describe it as bogging down from half throttle to full throttle? or cutting out?

if it is bogging down then it is most likely getting too much fuel.

if it is cutting out then it is most likely not getting enough fuel.

adjust the fuel/air mixture screw.  
Keep it RUBBER SIDE DOWN!!

yea bogging down is the problem .just had new piston rings put in it and that is when it started doind what it is doing

did you bore it out as well?
sometimes changing the rings is a sudden boost in compression and the carburetor just needs to be readjusted.

bogging down is a signt hat it is getting too much fuel.

mark where the fuel/air mixture screw on the carburetor is setting and in 1/4 turns adjust the screw in or to the right.
let it run for a few minutes between each 1/4 turn
until it gets better.  
Keep it RUBBER SIDE DOWN!!
