MY SONS 2006 80CC RAPTER DOES NOT TURN OVER HAS SPARK AND FUEL.SEEMS TO NOT HAVE COMPRESSION ANY IDEAS?  

no compression,

get a compression guage and check to see if it is getting the proper amount of compression.

check the cylinder and head gaskets make sure they are not leaking, check the intake boot, or if you have the metal intake pipe check the oring where the carb. bolts on.

if no leaks there but the compression is down, then you most likely have broken rings it's a 2006 so it quite possibly is a 4 cycle (don't have my service manuals here at the house)
so it could also have a warped valve.

if it is 2 cycle then you most likely have bad rings, cheap fix for a 2 cycle.
but inspect the cylinder walls for gouges and scratches and the piston for damage.
you may have to bore it out if it is scratched. if not and the rings are just bad, the cylinder will need to be honed so that the new rings will seat.
