I have a 2000 Suzuki 250 4x4 and the front brakes are almost non-existent.  I have bled the front brakes manually and with a vacuum bleeder and also have disassembled the front shoes and cleaned and lubed everything and attempted to adjust them.  Still the front brake lever touches the handlebar with almost no brake.

Any advice is appreciated.
