Carb Problems

I have 3 Yamaha Atv's two raptors and one Grizzly and all 3 have the same issue. When you would accelerate they would stall out. I tried adjusting the carb, I then cleaned the carbs. When reinstalling the carb I started the unit before i connected the tube coming off the bottom of the bowl. The unit started right up and runs great.  I found this by accident but it works.  My question is what causes this and how do I fix it.  The tube coming off the bowl has some sort of restictor or baffle at the end and I assume this keeps water from getting sucked back into the carb. By the way these did not all fail at the same time,if so then i guess the suspect would have been the fuel.  I even took one unit in for service and explained this to the technician and he claimed to  have fixed the issue.  A trip back home and 300+ dollars later it was still doing it.

Any thoughts, ideas or help would be great.
